TRAFFIC COMMISSIONER COMPLIANCE CHECKLIST
A practical starting point for PSV and goods vehicle operators reviewing their regulatory position, preparing for a compliance audit or responding to a public inquiry notice.
This checklist is general information, not a substitute for checking the terms of your own licence or obtaining advice from an appropriately authorised professional. Requirements differ by operation and licence type.
01 / Operator licence and undertakings
- Confirm the licence type, authorised vehicles and operating centres match current operations.
- Check all licence conditions and undertakings, including any additional requirements imposed by the Traffic Commissioner.
- Review material changes that may require notification or a variation application.
02 / Vehicle maintenance
- Check safety inspection intervals, defect reporting and rectification records.
- Review MOT history, prohibition notices, brake testing and maintenance-provider oversight.
- Check evidence that the operator actively monitors roadworthiness.
03 / Drivers and working time
- Review driving licence and entitlement checks, tachograph downloads and infringement follow-up.
- Check drivers’ hours, working time, training and disciplinary records.
- Document how recurring infringements are investigated and corrected.
04 / Transport manager and governance
- Identify the nominated transport manager and evidence of effective, continuous management.
- Review delegated responsibilities, compliance reporting and management meetings.
- Check financial standing evidence and record retention.
05 / Regulatory correspondence and hearings
- Preserve call-up letters, DVSA reports, correspondence and relevant deadlines.
- Create an indexed evidence bundle and chronology, separating allegations from established facts.
- Record corrective action, independent audit recommendations and evidence of implementation.
