Taxi Licence Suspended: Evidence, Policy & Appeal Preparation
How to analyse a taxi or private hire suspension notice, test the underlying evidence and prepare a structured response or appeal file.
Updated October 2026
A suspension can remove a driver from work immediately or take effect after the applicable notice period depending on the power used. Preparation should therefore start with the exact notice, its stated effect and the evidence said to justify suspension.
1. Establish the legal and factual basis
Identify the licence, statutory power, date of service, effective date and every allegation or concern relied upon. Keep the formal notice and any officer report or committee papers together.
2. Test the underlying material
Compare complaint records, incident logs, police information, interview notes, CCTV and other source documents against the authority’s summary. Mark what is agreed, disputed, unverified or missing.
3. Compare the decision with policy
Identify the council policy sections relevant to suspension, suitability and public safety, and whether the reasons explain why suspension was considered necessary on the facts.
4. Evidence current risk and remediation
Where the concern can be addressed by training, medical evidence, vehicle evidence, safeguarding work or another control, document what changed, when and how effectiveness can be shown.
5. Prepare the next-stage file
Create a short issue list, chronology, evidence schedule and clear outcome sought for review, committee or appeal preparation.
Licensing routes and deadlines depend on the decision and statutory scheme. Court filing and advocacy can engage reserved-activity rules, so the preparation role must be kept distinct.
Questions to ask before proceeding
What is the exact decision? What deadline applies? Which facts are genuinely disputed? What documents prove the important facts? What framework governs the decision? What outcome are you asking for? What has already been tried?

Frequently asked questions
Can I appeal a taxi or private hire driver licensing decision?
GOV.UK confirms that a final refusal of a taxi or private hire driver licence can be appealed to the Magistrates’ Court. The decision notice and statutory scheme should be checked immediately for the route and deadline.
Does a revocation always take effect immediately?
No. Department for Transport guidance distinguishes immediate suspension or revocation on public-safety grounds from other decisions which generally take effect after the statutory notice period.
