A licensing committee hearing is easier to navigate when members can see the decision required, the officer concerns, the disputed facts, the applicable policy and the key documents without searching through a large bundle.
1. Reduce the officer case to an issue list
Turn the officer report and evidence into a short list of the actual suitability, conduct, disclosure or policy issues the committee must decide.
2. Prepare a document-led chronology
Link incidents, complaints, interviews, licensing decisions, training and remedial steps to identifiable documents and dates.
3. Separate factual challenge from mitigation
